The range across the continent is wide.

Libya sits at $0.023 per litre, a price that reflects subsidy policy, not market economics. Angola follows at $0.327. Algeria at $0.354. Egypt at $0.439. Sudan at $0.700. At the expensive end: Malawi at $3.84 per litre, Zimbabwe at $2.23, Central African Republic at $1.849.

Ghana's position is mid-table, closer to the expensive end than the cheap.

Brent crude is running at approximately $95 per barrel, pushed up by the Middle East conflict and Strait of Hormuz disruptions.

On 1 April, the National Petroleum Authority raised minimum price floors by more than 3 percent. Petrol moved from GH¢11.57 to GH¢13.30 per litre. Diesel jumped from GH¢14.35 to GH¢17.10 per litre.

COPEC Executive Secretary Duncan Amoah has projected further increases of approximately 10 percent on petrol and 13 to 17 percent on diesel.

Then, on 9 April, after an emergency meeting at Jubilee House, President Mahama directed the Finance and Energy ministers to immediately remove certain fuel taxes and margins.

The removal is temporary: four weeks from the next pricing window, then a review. Cabinet did not name the specific levies publicly, but the candidates in discussion include the one-cedi-per-litre energy debt recovery levy, the BOST transport margin, and the Unified Petroleum Price Fund.

ACEP Executive Director Benjamin Boakye warned that cutting the levies shifts costs rather than eliminating them. Removing the one-cedi levy means budget cuts elsewhere or new debt. The BOST transport margin, he said, is hard to justify when nearly 80 percent of petroleum consumption happens near depots.
